Deloitte Consulting prepared a business case for the Department of Job and Family Services focusing on future challenges of the Medicaid program and its Medicaid Information Technology System (MITS) project.  The individual reports are described below.  Click on the report link to access the complete document.

BPR AS-IS Assessment - Documents current Medicaid Core Business Processes, both manual and automated, highlighting current deficiencies within core business processes and provides the framework for gathering information related to the desired To-Be processes. The findings are presented in detail, by individual process, as well as summarized to identify common themes. BPR TO-BE Visioning - The To-Be Visioning Document addresses the second phase of the Medicaid Core Business Process Assessment and serves as a follow up to the As-Is Assessment Deliverable. It includes To-Be sessions documentation and the resulting Significant Findings and Guiding Principles that will help to produce a comprehensive list of business requirements for ODJFS.

Technical Gap Analysis - This document contains a gap analysis of the ODJFS Medicaid technical architecture comparing ODJFS to MITA and market-based MMIS solutions. The document also contains an assessment of current Medicaid related projects and associated MIS project management infrastructure including the following: organization, requirements management, change management, quality assurance and risk management, planning and reporting, and estimating and scheduling.

High Level Medicaid Requirements (Business and Technical) - This document contains the high-level business and technical requirements for Ohio’s future Medicaid Systems which were identified in the previous BPR and IT assessments. The requirements identified are the output of the To-Be / visioning sessions conducted with ODJFS executives, business area leaders and subject matter experts. The content is intended to be more descriptive than the To-Be significant findings, yet remain at a relatively high-level to serve as the foundation for the next phase of the MITS project, detailed requirements definition.

HIPAA Privacy Assessment - A status review of key HIPAA Privacy regulatory requirements and existing project management practices in place. Contains a status board that summarizes the teams findings and recommendations. The objective of the status review was to confirm whether the ODJFS HIPAA Team is on track with its planned Privacy work efforts.

HIPAA Security Assessment - This document focuses on the security component of the overall HIPAA assessment and includes input from ODJFS representatives in a number of functional areas: HIPAA Program Office, Information Security, Physical Security, Audit, Compliance, and Legal. Contains a current state HIPAA Security Project Assessment scorecard and key project management findings and recommendations.

Strategic Source Deliverable – This document focuses on the structured process that examines and rationalizes business practices, technologies, labor issues and external factors. It was utilized to make the sourcing decisions for the MITS project.
